On 2 October 2026 the Scottish Government published its Heat in Buildings progress report. It confirms the aim, set in the March 2026 Climate Change Plan, to decarbonise heating systems by 2045 “so far as reasonably practicable”.
- A draft Heat in Buildings Bill would let Ministers set minimum energy efficiency standards, including for privately owned homes
- No standards for owner-occupied homes have been set yet
- Reformed EPC regulations are expected to come fully into force on 30 April 2028, subject to Parliament
What it means for you today
There are no new obligations on homeowners yet, but the direction is clear: cleaner, more efficient heating and better-insulated homes. Many people are choosing to upgrade on their own timescale rather than wait.
Where electric heating fits
Electric heating works with an increasingly low-carbon grid and with your own solar. Infrared panels and underfloor film need no boiler or pipework, and a home battery lets you use cheaper or self-generated power.
